Arrests Made in Link to Massive Unauthorized Waste Site
Two individuals have been detained as a component of an probe into the tipping of many thousands of tons of rubbish in a rural field in the county of Oxfordshire.
Law enforcement reported that a 69-year-old was arrested at a residence in the town of Andover, while a 54-year-old was taken into custody in the town of Slough in connection with the huge pile of garbage dumped near Kidlington, Oxfordshire.
These detentions come after a recent revelation which revealed the presence of over 500 illegal tips in England, encompassing at minimum 11 so-called "super sites" bigger than 20,000 metric tons.
A official for the environment body commented that the apprehensions were for environment-related and proceeds of crime crimes and represented a "key step" in ongoing investigations. The two individuals have been released on pre-trial release.
Size of the Situation
The tipping ground in the Kidlington area, situated between the River Cherwell and the A34, is thought to house about 21,000 metric tons of rubbish in a mound which is up to 150m (490ft) lengthwise and 6m (20ft) high.
This pile of waste is consists of what looks to be processed residential rubbish, fragmented plastics, expanded polystyrene, tyres and various everyday items.
It constitutes just one of 517 unlawful sites across England, at minimum 11 of which contain in excess of 20,000 tonnes of waste. These encompass a 280,000-tonne site in Cheshire, two 50,000-tonne sites in Lancashire county and Cornwall and a 36,000-tonne dump in Kent.
The overall amount of such larger dumps is expected to be larger, as the regulatory agency has earlier indicated it does not hold information on tonnage for every illegal dump.
A large proportion of these sites are in countryside locations, frequently hidden, and on land that is zoned as arable property.
Organised Operations
Authorities say many are run by organised crime gangs, who are generating cash by charging far less than legitimate firms to take and dispose of garbage.
Firms have to pay site fees to use licensed waste facilities, depending on the quantity and nature of refuse they are trying to get rid of, and landfill tax is also charged at just over £126 per ton.
Public Anger
Initial work to clear the Kidlington area location started in recent weeks amid fears over the risk of combustion and the effect that would have on the adjacent highway.
A commercial waste clearance company has been granted the contract to remediate the site over the coming 12 months at a expense of £9.6m.
An compliance official for the government regulatory team said that the agency would be seeking to recoup the remediation expenses under proceeds of crime legislation from any party successfully prosecuted at the termination of its active case.
She noted that this week's arrests would help "move the investigation forward" and allow officials to "pursue more avenues to understand exactly what occurred and who was a party to it".
"The unauthorized dump at the site was an atrocious and intentional affront on our ecology and we empathize with the local outrage at this terrible offence," she said.
A senior representative welcomed the detentions, commenting: "This unauthorized deposit of rubbish at the site is utterly appalling and has resulted in substantial detriment to the ecology and upset to the nearby community.
"The authorities is committed to eradicating this category of criminality throughout the country, by increasing financing to combat illegal dumping, recruiting more officers and implementing tougher controls and penalties for those who violate the law."
The detentions were executed on a recent Thursday by officers from a specialist crime squad and follow an previous detention of a 39-year-old from the Surrey region in last November. He was set free subject to further inquiries.
